New Path Networks Highway 50 Fiber-Fed Distributed Antenna Communications System Projects: El Dorado County, California.

Managed the preparation of Proponent’s Environmental Assessments for the installation of fiber-fed distributed antenna communications systems between Strawberry and Kyburtz, California along Highway 50 in El Dorado County, California. Managed the environmental planning of the proposed project. Consulted with local, state, and federal resource agencies. Conducted reconnaissance-level biological surveys of the proposed project areas. Participated in the CPUC CEQA environmental review process for the project.

 



AT&T Sand Creek Fiber-Optic Cable Relocation Project: Colusa County, California.

Managed the environmental planning and permitting of fiber-optic cable and conduit relocation project under Sand Creek in Colusa County, California. Conducted permit feasibility assessments, consulted with state and federal resource agencies, and directed pre-construction biological surveys. Prepared CDFG Streambed Alteration Agreement, RWQCB Section 401, and USACE Nationwide # 13 permit application packages. Obtained permits from CDFG, RWQCB, and USACE for the project.

 



AT&T Hollow Tree Road Fiber-Optic Cable Relocation and Road Reconstruction Project: Mendocino County, California.

Managed the environmental planning, permitting, and monitoring of fiber-optic cable, conduit relocation, and road reconstruction project. The road crossing of the unnamed stream was washed out during a large thunderstorm during January 2006. As a result, the fiber-optic cable crossing under the stream was exposed, and was in extreme danger of being damaged during another rain event. Conducted emergency consultations with CDFG, RWQCB, USFWS, USACE, and NOAA Fisheries to obtain emergency permits for relocating the fiber-optic cable, and reconstruction approximately 200 feet of the damaged roadway. Prepared and obtained after-the-fact permit applications from CDFG, RWQCB, USACE, and NOAA Fisheries. Conducted Section 7 consultations under the federal ESA for steelhead. Managed environmental compliance monitoring and post-construction reporting for the project.

 



New Path Networks Turtle Rock and Bollinger Canyon Fiber-Fed Distributed Antenna Communications System Projects: Southern and Northern California.

Managed the preparation of Proponent’s Environmental Assessments for the installation of fiber-fed distributed antenna communications systems in Irvine and Cupertino, California. Managed the environmental planning of the proposed projects. Consulted with local, state, and federal resource agencies. Conducted reconnaissance-level biological surveys of the proposed project areas. Participated in the CEQA environmental review process for both projects (CPUC was the lead agency for both projects).

 



Looking Glass Networks Bay Area Fiber-Optic Cable Lateral Customer Connection Projects: Northern California

Managed and prepared California Public Utilities Commission Notice of Construction permit packages for numerous lateral fiber-optic conduit and cable installation projects in San Francisco, Palo Alto, Sunnyvale, Santa Clara, Cupertino, and San Jose, California. Conducted biological surveys and habitat assessments and guided cultural and archeological surveys of the sites. Consulted with the CPUC to ensure that the client received permit clearances within twenty-one days of submitting permitting package. Guided environmental compliance and construction monitoring of project installation.

 

AT&T Dunnigan to Manchester and Cloverdale to Santa Rosa Fiber-Optic Cable Installation Projects: Northern California

Managed the environmental mitigation monitoring and compliance program for projects involving construction along approximately 150 miles of route and more than 250 crossings of streams and wetlands in Lake, Mendocino, Napa, Sonoma, and Yolo counties in northern California. From project planning to post-construction monitoring, duties entailed:

  • Completion of environmental planning documents under CEQA
  • Public hearings before city councils
  • Extensive agency consultation (USACE, USFWS, NMFS, CDFG, RWQCB, BLM, and five California counties)
  • Project permitting
  • Bilingual environmental compliance training for construction workers
  • Mitigation monitoring (biological, cultural—including Native American monitors—and paleontological) during construction and post-construction monitoring
  • Coordination with third-party monitors
  • Coordination with contractors and regulatory agencies regarding compliance issues and consultations
  • Preparation of weekly and monthly compliance reports during construction as well as yearly post-construction monitoring reports
  • Preparation and negotiation of re-vegetation plans and financial guarantees
  • Coordination with the client’s legal counsel

Comcast Broadband Hub Station Project: Sebastopol, California

Managed the environmental planning, permitting, and monitoring of Comcast Broadband hub site construction project in Sonoma County, California. Conducted permit feasibility assessments, consulted with state and federal resource agencies, and directed pre-construction biological surveys. Conducted Section 7 consultations under the federal ESA and secured “No Take” determination from the USFWS for the California tiger salamander. Managed environmental compliance monitoring and post-construction reporting.

 



AT&T Highway 128 Fiber-Optic Cable Relocation Project: Mendocino County, California

Managed the environmental planning, permitting, and monitoring of fiber-optic cable and conduit relocation project under Dry Creek in Mendocino County, California. Conducted permit feasibility assessments, consulted with state and federal resource agencies, and directed pre-construction biological and cultural surveys. Prepared a CDFG Streambed Alteration Agreement permit package. Conducted Section 7 consultations under the federal ESA for steelhead trout and the foothill yellow-legged frog. Obtained authorizations from the USFWS and NOAA Fisheries and permits from the CDFG for the project. Managed environmental compliance monitoring and post-construction reporting.

 



AT&T Fiber-Optic Cable Repair Projects: Monterey and San Luis Obispo counties, California

Managed environmental planning, permitting, and environmental monitoring of multiple small construction and repair/maintenance projects
in Monterey and San Luis Obispo counties, California. Conducted permit feasibility assessments, consulted with state and federal resource agencies, and directed pre-construction biological and cultural surveys. Conducted Section 7 consultations under the federal ESA for the San Joaquin kit fox and purple amole. Secured authorizations from the USFWS and permits from the CDFG within weeks. Managed environmental compliance monitoring.

SPRINT Point Arena to Oakland and Oakland to Sacramento Fiber-Optic Cable System Project: Northern California

Prepared a CEQA Initial Study and Mitigated Negative Declaration for the proposed construction of a linear fiber-optic cable system from Point Arena to Oakland and from Oakland to Sacramento, California. Project included construction adjacent to the San Francisco Bay in Contra Costa County and the Sacramento Delta. Coordinated with client engineers and contractors regarding project routing and design. Coordinated with local, state, and federal regulatory agencies to identify and address potential concerns and issues at the outset of the project. Prepared existing conditions, impact assessment, and mitigation sections for hydrology/water resources and biological resources portions of the Initial Study and Environmental Assessment. Conducted wetland and stream course delineations. Managed the resource data collection database.

AT&T Rocks Road Bridge Replacement Project: San Benito County, California

Managed the environmental planning and permitting of a bridge replacement project across a stream paralleling Rocks Road in San Benito County, California. Conducted permit feasibility assessments, consulted with state and federal resource agencies, and directed pre-construction biological and cultural surveys. Prepared a CDFG Streambed Alteration Agreement permit package, SWQCB Section 401 permit application, and USACE Nationwide 14 permit application for the project. Conducted Section 7 consultations under the federal ESA for California red-legged frog and California tiger salamander. Secured authorizations from the USFWS and permits from the CDFG, RWQCB, and USACE.

Level(3) Merced to Bakersfield Fiber-Optic Cable Installation Project: Central Valley, California.

Conducted wetland and stream course delineations for a 300-mile, linear fiber-optic cable installation from Merced to Bakersfield, California. Conducted pre-construction and clearance surveys of San Joaquin kit fox, western burrowing owl, California tiger salamander, red-legged frog, and northwestern pond turtle. Conducted first-party biological compliance monitoring.

 



TYCOM Marine Fiber-Optic Cable Landing: Hermosa Beach, California

Prepared a CEQA EIR on a fast-track basis (six months from Notice to Proceed to EIR certification) for proposed marine fiber-optic cable landings in Hermosa Beach, California. Coordinated with client engineers and contractors regarding project routing and design. Directed staff and subcontractors conducting field terrestrial biological surveys. Coordinated with local, state, and federal regulatory agencies to identify and address potential concerns and issues up front. Prepared terrestrial resources section of EIR. Consulted with the NOAA Fisheries, USFWS, USACE, and CDFG for terrestrial wildlife species.

El Paso Global Networks El Paso, Texas, to Los Angeles, California, Fiber-Optic Cable Installation Project

Managed the third-party environmental compliance program for the project. The client was the Arizona State Office of the Bureau of Land Management (BLM). Prepared a Mitigation Monitoring Plan. Coordinated and directed meetings and communications between local, state, and federal agencies regarding compliance issues.
