As a consultant to Robert Booher Consulting, managed all aspects of project permitting, biological surveys, biological assessments and compliance monitoring of exploratory well drilling activities and 3D geophysical surveys. Conducted sensitive species protocol-level biological surveys and prepared biological assessments. Prepared environmental permitting packages for submission to USACE, SWQCB, USFWS, CDFG, CPUC, DOGGR and counties throughout California. Consulted with local, state, and federal agencies regarding the proposed projects. Conducted CEQA analysis and prepared sections for inclusion in environmental assessments, initial studies, and mitigated negative declarations. Conducted environmental training and developed GIS maps and databases.
OXY Resources of California Natural Gas Exploratory and Extraction Well Permitting: Solano County, California. Managed environmental planning, siting, and permitting of several natural gas extraction wells in Suisun Bay, California. Projects involved directional drilling under Suisun Bay to reach natural gas targets. Prepared and received negative declarations under CEQA. Conducted permit feasibility assessments; consulted with local, state, and federal resource agencies; attended public hearings; and directed pre-construction biological and cultural surveys. Secured authorizations from the USFWS and permits from the CDFG, RWQCB, USACE, the San Francisco Bay Conservation and Development Commission (BCDC), and Solano County. |
Prepared resource reports for a multi-state (Colorado, Utah, Nevada, and California) natural gas pipeline replacement project as required by federal FERC regulations. Conducted wetland and stream course delineations for the project route. Prepared USACE Sections 404 and 401 permits. Conducted environmental compliance monitoring during construction phase. Project completed while at Ecology and Environment, Inc.
Prepared the Initial Study and biological assessment under CEQA for a proposed wind farm in Cabazon, California. Prepared the CDFG Section 1603 Lake and Streambed Alteration Agreement permit application for the project. Prepared a Section 404 Individual permit application for submission to the USACE. Conducted federal ESA Section 7 consultations with the USFWS and USACE for the desert tortoise, bighorn sheep, Coachella Valley milk vetch, and the Coachella Valley fringe-toed lizard. Project completed while at Ecology and Environment, Inc. |
